Joint Secretary, Legal and Treaties Division, MEA speaks at SAU’s Climate Centre

Interdisciplinary Centre of Excellence on Climate Change, Green Transition and Sustainability, South Asian University, New Delhi, India in collaboration with the Faculty of Legal Studies, organised a seminar talk By Dr. Luther Rangreji, Joint Secretary, Legal and Treaties Division, Ministry of External Affairs, Government of India on “Ongoing ICJ Advisory Opinion proceedings in obligations of states in respect of climate change” on 3 February 2025 at 4:00 pm.
Dr. Rangreji highlighted the critical role of international law in addressing climate change, emphasizing the principle of Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC). His observations on the historical accountability of developed nations and the urgent need for equitable burden-sharing deeply resonate with the realities faced by many developing states. His emphasis on climate justice serves as a powerful reminder that solutions to the climate crisis must be fair, inclusive, and legally enforceable. He also examined climate finance obligations, stressing the gap between commitments and actual support from developed nations. Additionally, he outlined key international legal principles relevant to climate change. In conclusion, Dr. Rangreji expressed optimism regarding the potential impact of the ICJ’s advisory opinion.
