DESCRIPTION:Ms. Dechan Tsering\, Regional Director\, UNEP visited South Asian University (SAU) accompanied by Dr. Balakrishna Pisupati\, India Head\, UNEP along with other senior colleagues and met with Professor K. K Aggarwal\, President of SAU to discuss issues and matters of mutual importance. These areas included among others joint programs\, research\, academic programs where UNEP and SAU and come together and collaboratively execute the programs including with the Indian government in areas and issues related to climate change\, sustainability and climate negotiations for South Asia and beyond. Talks between the two also focussed on bringing in on bilateral and other multilateral partners to expand the scale and scope of the partnerships between UNEP and SAU. \nPresident\, SAU welcomed the overall pathways of mutual partnerships both between UNEP and SAU and also with the government to be able to expand and deepen the partnerships discussed. \nUNEP’s regional director appreciated the academic excellence and environment at SAU and agreed to take forward collaboration and partnership between the SAU and UNEP to new and functional levels. \nProfessor Pooran Chandra Pandey\, Director of the Climate Centre at South Asian University joined the discussions between the SAU President and UNEP’s regional director and India Head of the UNEP. \nUNEP’s Regional Director also spent time in having a tour of the SAU campus and facilities along with India Head and other senior colleagues from UNEP.

She shared valuable insights on the New Collective Quantified Goal (NCQG) and the challenges in ensuring equitable and predictable climate financing. DESCRIPTION:The session would focus on the long history of the multilateral climate agreement\, the evolution of the international discourse on climate finance and issues related to the new climate finance goal – the NCQG. Since the adoption of the UNFCCC- the convention\, the developed countries have disregarded the context of historical responsibilities towards climate issues and the principles of equity and common but differentiated responsibilities and respective capacities\, as underlined in the Convention. The reluctance of developed countries to address climate change through ambitious climate action or to support developing countries in dealing with the impacts of climate change has been a longstanding issue. By adopting the New Collective Quantified Goal at COP 29\, developed countries have demonstrated progress along that continuum. The Baku to Belem Roadmap for 1.3 T\, per the NCQG decision mandate\, is to be finalised at COP 30 (2025). However\, in the absence of concrete commitments by developed countries to provide and mobilise adequate\, predictable\, new and additional climate finance for developing countries\, the roadmap is expected to stress the role of the private sector in mobilising climate finance and innovative climate financing measures. This is regardless of the fact that private investments are more inclined towards developed countries as developing countries face barriers to private capital\, limited domestic public/fiscal resources to de-risk climate action and opaque sovereign credit rating methodologies.

This educational event is being organized by the British High Commission in India\, Chevening Scholarship Alumni\, and Oxford University colleagues and XLRI Centre for Gender Equality and Inclusive Leadership. \nPooran Pandey\, an alumnus of the London School of Economics himself has been called in to speak at the event organized by the consortium of British High Commission\, Chevening Scholarship Alumni and Oxfords University colleagues in a rare joint event of the size and kind under ‘NextGen Women in STEM’ on February 21\, 2025. It’s an event being organized for teh rural girls to make them aware about ongoing developments in STEM education and community climate action. \n\nPooran Pandey will be addressing the theme of Education and Climate Change during his address at the event.

The session featured Dr. Kilaparti Ramakrishna\, Senior Advisor on Ocean and Climate Policy at the Woods Hole Oceanographic Institution\, delivering a special lecture on Climate  Change and Multilateralism.\n\nThe session began with a welcome address by Professor Ritu Gaur\, SAU\, followed by opening remarks from Professor K.K. Aggarwal\, President of SAU. Dr. Ramakrishna then delivered the keynote lecture\, outlining key challenges and opportunities in Climate Governance and Diplomacy. His lecture was followed by a Q&A segment where the audience engaged with the speakers\, providing additional insights. The session concluded with remarks from Dr. Balakrishna Pisupati\, UNEP Head India and Professor Pooran Pandey delivered the vote of thanks before the event ended with tea and informal discussions.Dr. Kilaparti Ramakrishna is a leading expert in ocean and climate policy\, serving as Senior Advisor at the Woods Hole Oceanographic Institution. Previously\, he was Head of Strategic Planning at the Green Climate Fund and held senior positions at UNEP\, including Principal Policy Advisor to the Executive Director. However\, the presentation highlighted an important concern: despite significant diplomatic and policy progress\, atmospheric CO2 levels continue to rise\, pointing to the need for innovative solutions including marine CO2 removal. In this context\, regional institutions such as SAU can contribute to research and policy development to support these efforts. \nThe discussion phase revealed key insights about implementation challenges. These emphasized the necessity of regional cooperation over individual national efforts\, the effectiveness of framing climate change through the lens of pollution to improve public understanding\, and the ongoing difficulties in accessing existing financial mechanisms due to institutional barriers. These insights are particularly pertinent for South Asia\, where fostering collaborative approaches can help overcome these challenges; academic institutions like SAU can play a supportive role in promoting coordinated regional action. \nThe concluding remarks addressed a core challenge in environmental governance: the gap between the pace of scientific progress and policy development. While policies are created globally\, their success depends on local implementation\, highlighting the crucial role of ground-level action in addressing climate change.

His observations on the historical accountability of developed nations and the urgent need for equitable burden-sharing deeply resonate with the realities faced by many developing states. His emphasis on climate justice serves as a powerful reminder that solutions to the climate crisis must be fair\, inclusive\, and legally enforceable. He also examined climate finance obligations\, stressing the gap between commitments and actual support from developed nations. Additionally\, he outlined key international legal principles relevant to climate change. In conclusion\, Dr. Rangreji expressed optimism regarding the potential impact of the ICJ’s advisory opinion.\nThe Faculty of Legal Studies and Interdisciplinary Centre of Excellence on Climate Change\, Green Transition and Sustainability\, UN Climate Change\, South Asian University\, New Delhi\, extends its heartfelt thanks to Dr. Luther Rangreji for his insightful and thought-provoking lecture on the ongoing International Court of Justice (ICJ) Advisory Opinion on climate change.

DESCRIPTION:Pooran Pandey spoke on the Nexus between climate change and connected vehicles in a stakeholders meet held at hotel Le Meridien\, New Delhi on January 29\, 2025. \nSpeaking on the theme\, he said that there are 320 million vehicles in Indian roads emitting about 320 mmtn of CO2 spoiling the environment. Technology\, smat vehicles and public policy issues can play a decisive role. Given India’s climate commitments globally\, country has agreed to cut CO2 by 50 percent by 2030. \nPandey appreciated the meeting and the agenda suggesting that cutting emissions is a pivotal issue for India to meet its global climate goals. \nThe meeting was organized by ITS India partnered by Qualcomm\, SAU as knowledge partner\, CDAC\, IRF and CSIR among others.

SUMMARY:Orientation meeting of the Centre with amb. Anup K. Mudgal\, India’s former High Commissioner to Mauritius
DESCRIPTION:The  Interdisciplinary Centre for Excellence on Climate Change\, Green Transition and Sustainability held an Orientation lecture which was delivered by Ambassador Mudgal on December 9\, 2024 Ambassador Mudgal\, who has served in the Steering Committee on Blue Economy under Prime Minister’s Economic Advisory Council (PMEAC)\, shared his experience by   focusing on the Centre’s progress\, challenges of Climate Change\, and the need for a collaborative response. The meeting began with an introduction by faculty members who have joined the Centre\, followed by a presentation on the Centre’s website\, which is still in progress. Professor Pooran Pandey\,  shared the ongoing initiatives which the Centre has undertaken since the last inception  meeting held on  July 2024.\n\nAmbassador Mudgal provided a historical context of Climate Change\, underscoring the tension between human development and environmental sustainability\, particularly in the context of Global South. The complexities of global warming\, including the implications of carbon emissions and the Paris Agreement targets\, were highlighted alongside the necessity for capacity building and linking education to real-world challenges. Participants also discussed the Centre’s logo design before concluding with action items\, which among others focused on partnerships\, training programs\, and event planning to advance the Centre’s mission. Education\, Capacity Building and Innovation emerged as the key focus areas of the Centre. The interaction was also attended by a few Masters and Doctoral students\, interested in issues related to climate change\, green transition and sustainability.
